Paragraphs are surrounded by opening and closing p tags. Use all of these tags as needed and add your own markup if you like. Remember that your usable page width is 680 pixels as defined in the body tag... don't change that width.
Keep your article within the body tags. You can add a style tag in the head if you want and know how.
To download this template, just use your browser to save it to your computer. Then you can change its filename (keeping the .html suffix) and edit it. Do not use a word processor or a graphic html editor (wysiwyg). Use only a text based editor to edit and save your file.
